Why is Cyprus fintech a data problem?
Cyprus is one of the EU's busiest licensing hubs for financial firms. CySEC authorizes more than 200 Cyprus Investment Firms, and for years the CIF license has been one of the main routes for retail forex and CFD brokers into the EU single market. The Central Bank of Cyprus registers list around 40 payment and e-money institutions, many passporting services across the European Economic Area, and since MiCA's transitional period in Cyprus ended on 1 July 2026, crypto-asset services may only be provided under MiCA authorization.
These firms share the same profile: high transaction volumes, cross-border customers, fast-moving fraud and some of the most data-intensive supervision in Europe. That combination is exactly where machine learning and well-governed analytics pay for themselves.
AI use cases we deliver for financial institutions
| Use case | What it does | Typical data |
|---|---|---|
| Fraud detection | Scores transactions in real time; flags scams, account takeover and mule activity | Transactions, devices, beneficiaries, customer history |
| AML transaction monitoring | Prioritizes alerts and finds suspicious patterns that static thresholds miss | Transactions, KYC data, counterparties, alert outcomes |
| Onboarding & KYC automation | Extracts and checks data from identity and corporate documents | ID documents, corporate registries, application forms |
| Credit risk & affordability | Explainable probability-of-default and affordability scores | Applications, bureau data, repayment history |
| Client churn & lifetime value | Predicts which traders or customers are about to leave | Account activity, deposits, trading behavior, support contacts |
| Regulatory reporting automation | Builds governed, reproducible datasets for returns and board packs | Core systems, ledgers, CRM |
| Compliance RAG assistant | Answers staff questions from your policies and regulator guidance, with citations | Internal policies, CySEC and CBC circulars, EBA and ESMA guidelines |
Which EU rules shape fintech AI, and when?
Five EU frameworks now determine how financial firms in Cyprus can build and buy AI and data services:
| Regulation | Applies from | What it means for AI and data |
|---|---|---|
| MiCA — Regulation (EU) 2023/1114 | 30 December 2024 (Cyprus transition ended 1 July 2026) | Crypto-asset services require MiCA authorization from CySEC |
| DORA — Regulation (EU) 2022/2554 | 17 January 2025 | ICT risk management; a register of information for every ICT third-party contract; mandatory contract clauses (Articles 28–30) |
| EU AI Act — transparency (Article 50) | 2 August 2026 | People must be told when they interact with an AI system such as a chatbot |
| Consumer Credit Directive (EU) 2023/2225 | 20 November 2026 | New rules on creditworthiness assessment for consumer lending |
| AML Regulation (EU) 2024/1624 | 10 July 2027 | Single EU AML rulebook; AMLA begins direct supervision of selected entities in 2028 |
| EU AI Act — high-risk, Annex III | 2 December 2027 | Credit scoring of individuals and life and health insurance pricing become high-risk (date set by the Digital Omnibus) |
Our EU AI Act guide for Cyprus fintechs explains which systems are high-risk and what to do before December 2027.
How we work with regulated firms
Under DORA, an AI or data consultancy is an ICT third-party service provider. Financial entities must assess providers before contracting, record the arrangement in their register of information, and include specific clauses on data location, access, audit, incident assistance and exit. Keap Technologies structures engagements to support that framework.
- Data stays in your environment. We build inside your cloud tenant or infrastructure with least-privilege access.
- Documentation as a deliverable. Data lineage, model cards and validation reports suitable for model-risk, internal audit and supervisory review.
- Explainability. Reason codes for every score, so analysts, customers and regulators get an answer to "why?"
- Human oversight. Decisions that affect customers keep a human in the loop where the regulation or your policy requires it.
- Clear exit. Code, models and documentation are handed over so you are never locked in.
Proof: graph-based fraud detection for a US fintech
For a fintech in the United States, Keap Technologies combined graph databases with machine learning to detect fraud patterns spread across networks of accounts.
“Very professional work, they used advanced data science techniques and graph databases to transform our fraud prevention. Their sophisticated models identified complex fraud patterns across networks, reducing false positives by 75% while catching 95% of fraudulent activities.”
Frequently asked questions
Do you work with CySEC-regulated investment firms and brokers?
Yes. CySEC-regulated Cyprus Investment Firms (CIFs), including forex and CFD brokers, are a core audience for Keap Technologies. Typical projects are client churn and lifetime-value models, onboarding automation, trading-behavior analytics and compliance knowledge assistants. We work alongside your compliance function; we don't provide legal advice.
Is AI fraud detection high-risk under the EU AI Act?
No. Annex III point 5(b) of the EU AI Act classifies creditworthiness assessment and credit scoring of individuals as high-risk but explicitly excludes AI systems used to detect financial fraud. Credit scoring obligations apply from 2 December 2027, following the Digital Omnibus.
How does DORA affect hiring an AI or data consultancy?
Under DORA, applicable since 17 January 2025, financial entities must record every ICT service contract in a register of information, assess the provider before contracting and include mandatory clauses (Articles 28–30) covering data location, access, audit rights, incident support and exit. An AI consultancy is an ICT third-party provider, so expect those provisions — Keap Technologies structures engagements to support them.
Can you build AML transaction monitoring models?
Yes. Keap Technologies builds machine learning models that prioritize AML alerts and detect suspicious patterns alongside your existing rules and case-management system. With the EU AML Regulation applying from 10 July 2027, many firms are using the run-up to modernize monitoring.
Do you work with crypto-asset service providers under MiCA?
Yes. We build transaction analytics, AML risk scoring and reporting pipelines for crypto-asset service providers. In Cyprus, CySEC is the competent authority for authorizing CASPs under MiCA, and the national transitional period ended on 1 July 2026.
